Responsibilities of the SULLIVAN COUNTY CIRCUIT COURT CLERK...

The Circuit Court Clerk of Sullivan County maintains a Circuit, Law, General Sessions and Juvenile Court system.

The Clerk’s Office is responsible for the management of all complaints, petitions, summonses, orders and other documents relating to lawsuits or criminal actions filed in the court; the collection, receipt, and accounting for litigation taxes, fines, fees, and restitutions as ordered by the courts; the issuing of warrants, executions, subpoenas and other documents as assigned by law; the preparations of reports to the County and State of Tennessee; and the disbursement of funds to litigants, the County, and the State of Tennessee.

The Clerk’s Office is responsible for processing the work of the Grand Jury, billing for jury and witness fees, maintaining the daily minutes for all courts of record, cataloging and securing of all exhibits and preparation of all appeal records for transfer to appropriate courts.

The Clerk in the General Session and Juvenile Courts schedules all cases including traffic violations for the court dockets, maintains paperwork and collects fines and costs relating to the cases.

Child support issues can be both civil and criminal in nature. The records are maintained by the Clerk in the appropriate court.

Bobby and his wife Susan have 2 daughters and a son-in-law.  They have raised their family in Sullivan County and are proud of the community in which they live.  Being the son of a pastor, he has a strong conviction of faith and is an active and faithful member of Higher Ground Baptist Church and plans to instill only the highest level of honesty and integrity in the office of the circuit court clerk.  Bobby is a life long public servant and humbly realizes he is employed by the people as a servant to the people.

Bobby Has EXTENSIVE EXPERIENCE...

■  31 years of law enforcement and court experience working directly with Judges, Courts, District Attorney’s office and many other agencies

■  Investigated and prosecuted thousands of cases including high profile homicide, rape and child abuse cases

■  Serving as County Commissioner with experience in budgets and government operations

Bobby has served in law enforcement for over 31 years and has prosecuted thousands of high profile cases including homicide, rape and child abuse.  During that time of directly working with all in the court system, he has established only the highest level of respect from Mr. Tommy Kerns, current circuit court clerk; the judges, the district attorney and all in law enforcement.  Bobby has already established relationships with county government as he has served as county commissioner.  Because of his experience in the commission, he also serves as the vice chair of the commission’s administrative committee and currently serves on the executive board of the new Family Justice Center.  He was also a charter member of the 2nd judicial district domestic violence task force.  Other awards he has received because of his experience are:  Optimist Club respect for law award, Investigator of the year on two occasions, Children’s Advocacy Center Professional of the year, Children’s Advocacy Center Blue Ribbon Award, 10-year service award to Children of Sullivan County in which the interview room at the Advocacy center is named in Bobby’s honor.  With his extensive involvement in law enforcement and county government, he has built relationships that will aid in benefiting the circuit court clerk’s office as needs arise to further enhance services to the community.
